Environmental advisers thought they were being clever in evading that requirement, but the result was a lack of local consultation. The delay is costing the developer many times more than full EIA would have cost, and has resulted in negative publicity for the pipeline company. Good consultancy anticipates and manages public opposition via extensive public and stakeholder consultation, no matter how difficult facing up to objections is for developers.
